WebI was a bit confused because the module I want to access, it's parent directory has a go mod file. Because I was specifying the path straight to the module I wanted, THAT folder didn't have a go mod file. By specifying the parent directory of the module I wanted, rather than folder name of the module itself, go mod was able to find it correctly.
